The parties agree to promote international cultural exchange based on the principles of equality and reciprocity to enhance mutual understanding and friendship.

第2條：合作範圍 (Article 2: Scope of Cooperation)
雙方展開的合作項目與「保密條款」，需經雙方就細節討論與同意後，另簽附件作為依據。
The areas, in which the parties will cooperate with, and the confidentiality clauses (NDA), will be subject to the discussion and agreement for the details, by both parties; and as the basis, in case of the separate annex signed.

第3條：法律效力 (Article 3: Legal Effect)
本備忘錄作為表達雙方有合作意願。
This MOU is to express the intent of the parties.

第4條：有效期限 (Article 4: Term and Termination)
本備忘錄自雙方簽署之日起生效。
This MOU shall be effective as the date of signing.
